1. Currency, Exchange Rate & Fees
1.1 Display currency. All amounts shown to you in the application — your balance, stakes, potential payouts, winnings — are denominated in Philippine pesos (PHP, ₱). This is for your convenience as a player located in the Philippines and reflects the currency in which you experience your activity on the platform.
1.2 Settlement currency.All actual funds held by the platform — the operator's prize pool, your account balance backing — and all transfers into and out of the platform are denominated and settled in USDC (USD Coin, issued by Circle Internet Financial, LLC) on the Base network. PHP amounts shown in the application are a presentation of the equivalent USDC value at the time of display.
1.3 Reference exchange rate. The platform applies a reference exchange rate (the “Reference Rate”) of 1 USDC = ₱56.00. The Reference Rate is sourced from a third-party market data feed and is refreshed periodically. The Reference Rate used at the moment of a transaction is final for that transaction.
1.4 Platform spread. A platform spread (the “Spread”) of 2.00% is applied to every conversion between USDC and PHP, in both directions. The Spread compensates the platform for foreign-exchange exposure, blockchain transaction costs incurred by the platform on the player's behalf, and platform operations. The Spread is in addition to, and separate from, any blockchain network fees that may apply to deposits or withdrawals.
1.5 Worked example. When you place a bet of ₱1,000:
- Mid-market PHP→USDC at the Reference Rate: $17.86
- After applying the Spread of 2.00% on the conversion: $18.22 is debited from your USDC balance
- The difference of approximately $0.36 is retained by the platform as the Spread
1.6 Deposits. Deposits to your platform account are made in USDC to a designated address on the Base network. The USDC amount you transfer is credited to your balance and displayed to you in PHP at the Reference Rate less the Spread. Blockchain network fees for the deposit transaction are paid by you to the network and are not credited to your balance.
1.7 Withdrawals. Withdrawals are paid in USDC to a player-controlled wallet address on the Base network. The PHP amount you request is converted to USDC at the Reference Rate plus the Spread. A blockchain network fee may also be deducted from the withdrawal amount; this fee is set by the Base network at the time of the transaction and is not retained by the platform.
2. Bet Placement & Settlement
2.1 Game rules.The platform offers wagers on the Philippine Charity Sweepstakes Office's 3D Lotto game (commonly known as “Swertres”), played at the official PCSO draw times. The platform does not conduct the draw and is not affiliated with the PCSO; winning numbers are sourced from the official PCSO announcement.
2.2 Bet types and payouts. Standard (Straight) wagers pay 450× the stake on an exact 3-digit match. Rambolito wagers pay 150× the stake when one of the three digits is repeated, and 75× the stake when all three digits are distinct, on any permutation of the picked digits. Multipliers may be set by the operator within platform-defined bounds.
2.3 Bet acceptance.A bet is accepted only if accepting it would not cause the operator's prize pool to be insufficient to cover the worst-case payout across all open draws, subject to risk parameters configured by the operator. Bets that would breach those parameters are rejected at the moment of submission.
2.4 Settlement. Winning bets are credited to your balance at the official draw time, in PHP at the Reference Rate. Settlement is final once posted.
3. Custody & Transparency
3.1 Operator pool.The operator's prize pool is held in USDC in a multi-signature wallet on the Base network. Payouts to winners are executed from this wallet directly to the winners' player-controlled wallets, with operator co-signature.
3.2 Auditability.A cryptographic hash of the platform's state is posted to a public registry contract on the Base network after every draw. This permits any party — including regulators — to verify, on request, that the bet records produced by the platform have not been altered after the fact.
3.3 No third-party custody. Player balances backing PHP-denominated display amounts are held by the platform on behalf of the player and may be withdrawn at any time in USDC, subject to applicable fees and any risk-mitigation holds in effect.
4. Identity Verification & Eligibility
4.1 KYC.Players are required to complete a Know-Your-Customer verification before placing bets or withdrawing funds, in compliance with the Anti-Money Laundering Act of the Philippines and applicable regulations of the operator's licensing jurisdiction.
4.2 Eligibility. The platform is available only to persons aged 21 or older and located in jurisdictions where the operator holds a valid gambling license authorizing the relevant game. Players outside such jurisdictions are not permitted to deposit, place bets, or withdraw.
5. Disclaimer of Liability
THE PLATFORM IS PROVIDED ON AN “AS-IS” BASIS. TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, THE PLATFORM AND OPERATOR DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING WITHOUT LIMITATION ANY WARRANTY OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR NON-INFRINGEMENT. NEITHER THE PLATFORM NOR THE OPERATOR SHALL BE LIABLE FOR ANY LOSS ARISING FROM A BLOCKCHAIN NETWORK OUTAGE, ORACLE FEED INTERRUPTION, OR PCSO DRAW CANCELLATION OR RESCHEDULING.
